...The radiation belts and auroral zones have been studied by many missions. There are now fairly good models of how they move with solar and magnetic flux. Just because we never went to the moon doesn't mean we don't know about the environment. I even worked for a short time with a mission to map these magnetic and radiation fields called Cluster 2 by ESA. Some interesting findings were magnetic flutter around the equator.

...At the time when the Apollo missions were announced by JFK it may not have been well known that the radiation belts would prevent humans to survive going through them without very massive (at the time) shielding. We need to understand that this entire endeavor was political and meant to win the space race with the Soviet union. If you examine the missions it becomes obvious after a time that it was a pure PR media and propaganda operation - I mean why on the moon would you need to bring along a 'moon buggy' with all the huge costs, risks and complications that it adds - and for what real rewards other than great video shots?
